City manager and auditor should be reprimanded for not
setting guidelines on expense reimbursement

I believe that the City bears some culpability for Chuck Reed expense reimbursement flap ("Chavez requests Reed apologize to taxpayers regarding reimbursements," AT, 9/29/06, page 1)
Chuck Reed and other council members have charged city taxpayers for expenses that the city auditor has called questionable, albeit the other council members charged less than Reed.
What is more troublesome, however, is the fact that the city has known about these kinds ofexpenditures for sometime. Frankly, I think the city manager and the city auditor should be at least reprimanded for not having a policy or guidelines in place that would delineate allowable kinds of expense reimbursement.
